The purpose of this Notice is to provide additional information to those applicants who plan to include an advisory committee in the management of a collaborative center (RFA RM-11-008), research project (RFA RM-11-009), bioinformatics network project (RFA RM-11-010), or biorepository project (RFA RM-11-011). The organization and function of such a committee, if included, should be described, but NIH requests that potential members not be named in the application nor such a committee appointed until after the review of the application is completed by NIH. The reason for this request is that any scientist who is proposed in an application to serve in an advisory role for an H3Africa project will be considered to be in conflict with the application, and therefore cannot serve as a peer reviewer for the H3Africa Initiative. This can limit the number of non-conflicted, well qualified reviewers available for the peer review of the applications.
Please note, however, that the inclusion of an advisory committee is not a requirement of any of the FOAs.
