The National Institute for Occupational Safety and Health (NIOSH), Centers for Disease Control and Prevention has extended the receipt date of the Centers for Excellence to Promote a Healthier Workforce (RFA-OH-05-006, http://grants.nih.gov/grants/guide/rfa-files/RFA-OH-05-006.html) to September 14, 2005. This receipt date will allow applicants more time to prepare and submit quality applications in response to this announcement. The optional Letters of Intent should be submitted by August 14, 2005. Funding for this cooperative agreement will be available in fiscal year (FY) 2006.

This notice does not affect any other aspects of the original RFA. Please refer to the original announcement for further instructions on funding amount, eligibility criteria and other important information.

A conference call will take place on June 30, 2005 to brief potential applicants on the purpose of this RFA and answer general questions. Information for conference call participants is below:

Additional Application Instructions

In order to facilitate the preparation and review of the Centers for Excellence to Promote a Healthier Workforce application, the following outline should be used. It is a minor modification of the PHS 398 Table of Contents which should be followed as a guide. NOTE: The name in the upper right of each page should be the principal investigator listed on the face page (page one).

Note: Each project plan should use the following outline. Each project plan should not exceed 25 pages:

a. Header Page with Title and Principal Investigator's name (do not use the PHS 398 face page)
b. Description, Performance Sites, and Personnel
c. Highlights of Accomplishments for Past Project Period, if applicable (1 page maximum)
d. Specific Aims
e. Background and Significance
f. Preliminary Studies
g. Project Design and Methods
h. Human Subjects
i. Vertebrate Animals
j. Literature Cited
k. Consortium/Contractual Arrangements
l. Consultants and Collaborators, including NIOSH

Note: Items d-g cannot exceed 25 pages for each project plan. Type density and size of the entire application must conform to the limits provided in the PHS 398 instructions on page 6.

Additional Information for Pilot Projects

While the administrative framework for management of the Center's Pilot Project Program is left to the Center Director's discretion, certain minimal requirements must be met. Management of the program must include provisions for:

1. A mechanism that ensures preparation and appropriate announcement of the availability of pilot project funding.

2. A mechanism for merit review of pilot project proposals. Record that projects address a NORA topic. Copies of all proposals, with documentation of their reviews, relative ranking, and final action must be retained by the Center. These records must be available to reviewers in the event of a site visit. These records should include a categorization of the projects by component type.

3. A mechanism to maintain a record of subsequent results of each pilot project (abstract, RO1/R21 submission/award, etc.). This record must be available to reviewers in the event of a site visit for competing renewals. Input by both the Internal Advisory Committee and the External Advisory Committee into the management of the Pilot/Small Projects Program is strongly recommended.

As part of the initial merit review, all applications will r eceive a written critique consisting of:

Review Criteria for Administrative Core and Center Wide Activities

Adequacy of the Administrative Plan: Are there adequate plans and facilities for developing and sustaining the administrative activities of the Center?

Adequacy of the Leadership Plan: Do the proposed leaders have the appropriate administrative and leadership skills and level of time commitment to ensure effective management of the Administrative Core?

Adequacy of Advisory Committees: Are there appropriate plans for organizing and convening both an internal advisory committee and an external advisory committee?

Adequacy of the Outreach Plan to the Targeted Communities: Does the program adequately describe activities that will impact other institutions or organizations?

Adequacy of the Pilot Projects Component: Are the goals for this component program well described? How will these projects be selected and monitored for progress? What is the promise of the pilot projects to stimulate new approaches and topics for inclusion in the program areas? What is the potential impact on investigators from other fields of study or on new potential collaborations? Is there a mechanism for tracking the results of each pilot project study (abstract, new grant, dissertation, new program, etc.)?
