Purpose

This Notice is to remind domestic institutions with an approved Domestic Animal Welfare Assurance that Annual Reports for the reporting period October 1, 2024, through September 30, 2025, are due to the NIH Office of Laboratory Animal Welfare (OLAW) by December 1, 2025.

If needed due to the lapse in government funding, federal institutions have a 30-day extension to submit the fiscal year 2025 Annual Report to OLAW. The reporting period remains unchanged (October 1, 2024 - September 30, 2025) and the Annual Report may be submitted by no later than January 1, 2026.

Background

The Annual Report to OLAW reporting period and Annual Report deadline changed in 2020 to harmonize with the USDA reporting period per recommendations of the final report issued by the 21st Century Cures Act Sec. 2034(d) Working Group. The Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy) requires Assured institutions to submit a written report to OLAW at least once every 12 months.

What to Include

Information to be reported includes:

• any change in the institution’s AAALAC International accreditation status;
• any change in the institution’s animal care program and use as described in PHS Policy section IV.A.1.a-i.;
• any change in the Institutional Official or the Institutional Animal Care and Use Committee (IACUC) membership;
• dates that the IACUC conducted its semiannual evaluations of the program and facilities; and
• any minority view by an IACUC member.

How to Submit

Domestic institutions must download the updated Annual Report form and should email the completed, signed Annual Report form in PDF format to [email protected].

Annual Report Communications

• Email responses to received Annual Reports will look different than previous years. To assist us in efficient handling of your Annual Reports, after your initial submission, please only reply to the last received email and avoid drafting and sending new emails regarding the Annual Report.
• An OLAW Division of Assurances Program Analyst will send an Annual Report Acknowledgment notification email to institutions whose Annual Report to OLAW has been received and reviewed.
