Purpose

The purpose of this Notice is to provide updated guidance to the NIH extramural community regarding the registration and renewal process in the GSA System for Award Management (SAM).

In April, GSA began requiring entities to submit an original, signed notarized letter with all requests for registration, renewal or changes to SAM accounts. As previously announced in NOT-OD-18-188, NIH acknowledged the delays in registrations and renewals caused by this new requirement, and announced an exception to the Late Application Policy until the issue was resolved.

Effective June 29, 2018, GSA is no longer requiring entities to have an approved Entity Administrator notarized letter on file before their registration is activated. Consequently, NIH is ending the exception to the Late Application Policy related to SAM; therefore, NIH will no longer accept late applications due to delays in SAM registration or renewal.
