On March 14, 2002, NIH published an announcement stating its intent to revise
policy affecting invention rights for foreign grant and contract award
recipients.
After consideration of comments received from the grantee community, we have
decided to defer implementation of this policy for twelve months, in order to
explore more fully the ramifications of the policy change, and to consider
alternatives that meet the NIH"s need to protect the U.S. public"s interest
while not unduly compromising productive research and intellectual property
relationships.
This notification is an update to the March 15, 2002 NIH GUIDE notice entitled,
"Planned Modification of Rights to Subject Inventions Made Through Funding
Agreements to Foreign Entities (NOT-OD-02-039),"
