A final notice was published December 23, 1999 in the Federal Register 
entitled “Principles and Guidelines for Recipients of NIH Research 
Grants and Contracts on Obtaining and Disseminating Biomedical Research 
Resources.”  The text of this notice is available on the OER Policy 
page: http://grants.nih.gov/grants/policy/policy.htm.  This is an 
extension of the distribution of Unique Research Resources policy 
contained in the NIH Grants Policy Statement (page II-62) which is also 
available from the above referenced URL.
