Purpose

The purpose of this Notice is to revise current National Institute of Neurological Disorders and Stroke (NINDS) policy regarding unsolicited investigator-initiated exploratory/developmental research grant (R21) applications, which states that NINDS will not accept non-exempt human subjects research. Beginning with the February 1, 2005 receipt date, R21 applications with human subjects may be submitted if the following conditions are met:

Any R21 application that does not meet the above criteria or does not provide adequate plans for the protection of the safety, privacy and confidentiality of study participants will not be funded. Applicants are encouraged to contact NINDS program staff or visit the NINDS R21 Program website (http://www.ninds.nih.gov/funding/r21guidelines.htm), if they have questions about this R21 policy.
