This Notice expands and specifies the types of institutions eligible to submit 
applications for the MENTAL HEALTH DISSERTATION RESEARCH GRANTS TO INCREASE 
DIVERSITY IN THE MENTAL HEALTH RESEARCH ARENA, PAR-03-110 
(https://grants.nih.gov/grants/guide/pa-files/PAR-03-110.html).

ELIGIBLE INSTITUTIONS may be a non-profit or for-profit, public or private 
university, college or professional school in the United States or in its 
territories and possessions.  The applicant organization must support doctoral 
level training with an accredited doctoral degree granting program.  The 
performance site for the dissertation research may be foreign or domestic.  

All other aspects of PAR-03-110 remain unchanged.
