Purpose

The purpose of this Notice is to correct the instructions for completing the PHS 398 Research Plan for each component described in RFA-MD-13-003 (Part 2, Section IV, Content and Form of Application Submission).

In the instructions for the Research Plan of each component except the Overall Component (Administrative Core, Collaborations and Partnerships Core, Research Core, Collaborative Research Subprojects, Pilot Project Program, Optional Technical Cores), the statement that "Applications should include only the Research Plan sections identified below" is incorrect. Each component's PHS 398 Research Plan should include, in addition to the described Specific Aims and Research Strategy sections, all other applicable sections as described the PHS 398 application instructions, with the exception of Introduction to Application (Resubmission or Revision Applications only), which is restricted to the Overall Component only.

In addition, the Resource Sharing Plan for the Overall Component currently states:

Resource Sharing Plans
Individuals are required to comply with the instructions for the Resource Sharing Plans (Data Sharing Plan, Sharing Model Organisms, and Genome Wide Association Studies (GWAS)) as provided in the PHS 398 Application Guide.

The Resource Sharing Plan for the Overall Component should state:

Resource Sharing Plans
Individuals are required to comply with the instructions for the Resource Sharing Plans (Data Sharing Plan, Sharing Model Organisms, and Genome Wide Association Studies (GWAS)) as provided in the PHS 398 Application Guide, with the following modifications:

  • Plans should include a detailed implementation plan addressing dissemination of research findings to collaborators, communities, service providers, and policy makers in the region, consistent with achieving the goals of this program to translate research advances into real-world applications. Dissemination approaches based primarily on scientific manuscripts and conference presentations would not be sufficient to address the program goals.. Such plans should include the following elements: strategies to keep various stakeholders informed of needs and capacity assessments and results from collaborative research projects and pilot research projects; steps to assess the effectiveness of community- or service system-level dissemination and/or health education efforts; and strategies to use research findings to inform policy change. If collaborative research projects involve interventions, the plan should include strategies to promote implementation and sustainability of effective interventions in relevant settings within the region.

All other aspects of this FOA remain unchanged.
