Purpose

The National Library of Medicine (NLM) invites input from the biomedical, public health, informatics, publishing, and history of medicine communities to inform the future direction of the Grants for Scholarly Works in Biomedicine and Health program. This Request for Information (RFI) seeks feedback on program priorities, scope, structure, and opportunities to enhance the relevance, impact, and dissemination of scholarly works in an evolving digital and data-driven environment. 

Background

The NLM Grants for Scholarly Works in Biomedicine and Health program (hereafter referred to as "the program") supports health professionals and scientists in synthesizing existing or producing original scholarly works that advance knowledge in sciences related to health. These grants fund the synthesis, contextualization, and dissemination of biomedical knowledge in areas relevant to clinical medicine, public health, biomedical research, and informatics/information sciences, resulting in scholarly works, often including book-length manuscripts.

Historically, the program has supported major critical reviews, state-of-the-art syntheses, and historical analyses that fill significant gaps in biomedical and health literature and provide lasting value to a variety of audiences, including health professionals, public health officials, biomedical researchers, and historians of the health sciences. The most recent funding opportunity (PAR-23-183) expired in early 2026.

Information Requested

To ensure the program remains impactful, relevant, and aligned with NLM, NIH, and HHS priorities, NLM is seeking input from the community to guide the direction, scope, and structure of the next phase of the program.

NLM seeks input in the following topic areas:

A. Program Vision and Priority Areas

The overarching vision, strategic direction, and priority areas for the G13 program. This includes the types of scholarly works that should be prioritized to address critical gaps in biomedical and health knowledge; emerging or underrepresented topic areas where synthesis or historical analysis would be most valuable; and the role of the program in supporting integrative scholarship that advances biomedical research, public health, and health information dissemination.

B. Scope and Audience of Scholarly Works

Priority audiences (e.g., researchers, clinicians, educators, policymakers, public health practitioners, and the public) for program-supported works, and how the scope of supported works should be defined to maximize relevance and impact across its audiences. Include considerations for evaluating usefulness, accessibility, and overall impact of supported outputs.

C. Evolving Scholarly Practices and Dissemination Models

Strategies for adapting to evolving scholarly practices, including digital scholarship, open access publishing, and new dissemination platforms. This includes the role of emerging technologies (e.g., AI) in the development, synthesis, and dissemination of scholarly works, and approaches to enhance accessibility, discoverability, and long-term impact.

D. Program Structure and Review Considerations

Potential modifications to the program structure, including elements that should be retained or updated. This includes factors that facilitate or hinder successful completion and dissemination of scholarly works; areas of expertise that would be conducive for peer review of program applications; and key characteristics of high-quality scholarly works suitable for program support.

E. Additional Comments

Any additional comments or recommendations regarding the program that were not addressed in the sections above.

Responders are free to address any or all the topic areas listed above and/or provide additional comments regarding the program.

Comments must be submitted electronically via this form. Limit responses to 2,000 characters per topic area.

Responses must be received by August 18, 2026.

Responses to this RFI are voluntary and may be submitted anonymously. Respondents may voluntarily include their name, organizational affiliation, role, and/or contact information. Do not include proprietary, classified, confidential, or sensitive information.

NIH will use the information submitted in response to this RFI at its discretion and will not provide comments to any respondent's submission. This RFI is for information and planning purposes only and is not a solicitation for applications or an obligation on the part of the Government to provide support. The information provided will be analyzed and may appear in reports.
