Purpose

On September 1, 2015, the NHLBI issued Funding Opportunity Announcement (FOA) RFA-HL-17-006 Sickle Cell Disease in Sub-Saharan Africa: Collaborative Consortium (U24)". This Notice provides supplemental information for applicants regarding eligibility requirements for the Collaborative Consortium Program Directors/Principal Investigators (PDs/PIs) and allowable budget items. The following sections of the FOA are revised accordingly:

Part 2. Section III. 1. Eligible Applicants

Eligible Individuals (Program Director/Principal Investigator)

Current Language
Any individual(s) with the skills, knowledge, and resources necessary to carry out the proposed research as the Program Director(s)/Principal Investigator(s) (PD(s)/PI(s)) is invited to work with his/her organization to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH support.

For institutions/organizations proposing multiple PDs/PIs, visit the Multiple Program Director/Principal Investigator Policy and submission details in the Senior/Key Person Profile (Expanded) Component of the SF424 (R&R) Application Guide.

Revised Language

Collaborative Consortium PD/PI: It is expected that the PD's/PI's primary academic appointment will be at the applicant institution (Hub institution) in sub-Saharan Africa. It is also expected that the PD/PI will be present at the sub-Saharan African Hub institution for at least 9 to 10 months a year while fulfilling the activities associated with this funding announcement.

Collaborative Consortium Site Leads : It is expected that collaborative consortium site leads will maintain their primary academic appointments at the sub-Saharan African institutions identified as the collaborative consortium sites. It is also expected that site leads will be present at their sub-Saharan African institutions for at least 9 to 10 months a year while fulfilling the activities associated with this funding announcement.

Section IV. 2. Content and Form of Application Submission

R&R Budget

Current Language
All instructions in the SF424 (R&R) Application Guide must be followed.

The operational budget including 8% Facilities and Administrative (F&A) costs should include, but not be limited to, the following items:

  • PDs/PIs supervision of day to day operation and oversight of the professional activities of the Collaborative Consortium
  • Staff training and certification in core operations and procedures
  • Reasonable administrative costs
  • Developing a Manual of Operating Procedures (MOP) for the SCD in SSA program; this will be done in concert with the DCC
  • Budgeting for site subcontracts is permissible
  • Include travel costs for two persons from the Consortium Hub and one from each Collaborating Site to attend Steering Committee (SC) and SCD in SSA in program meetings (held simultaneously), two times a year, in a convenient African location. Include travel costs for an additional one to two people from the Consortium Hub and one to two people from each Collaborating Site to attend the program meetings. The budget should also include support for other travel related to anticipated Collaborative Consortium operations.

NOTE: Costs for meeting planning, coordination, space, equipment etc. will be covered by the separate DCC application budget and are not part of this application.

Consultants living outside the African continent: This funding opportunity will not provide salary support or funding for transportation to project consultants who reside outside the African continent.
