Purpose
The purpose of this Notice is to inform potential applicants that beginning with the May 13, 2010 receipt date, the funding limit for the AREA (R15) award for the PAR-09-084 will be increased to a total of $300,000 direct costs plus applicable Facilities and Administrative (F&A)/indirect costs, for up to three years. Please note that AREA awards are funded in full at the beginning of the entire project period. Therefore, the entire project period (example: 04/01/2010 - 03/30-2012) should be considered as Budget Period 1 / Initial Budget Period.
Applicants requesting up to and including $250,000 must use the PHS398 Modular Budget form and use the new application package identified on Grants.gov through the Competition ID of “ADOBE-FORMS-B”.
Applicants requesting funds over $250,000, up to and including the revised limit of $300,000 must submit a detailed budget using the R&R Budget form. This form was not available in the original application package. These applicants must download and use the new application package identified on Grants.gov through the Competition ID of “ADOBE-FORMS-B”.
Other Submission Requirements Updates
PHS398 Research Plan Component Sections
All application instructions outlined in the SF424 (R&R) Application Guide are to be followed, incorporating "Just-in-Time" information concepts, and with the following additional requirements:
- Introduction (required for a resubmission or revision application) is limited to 1 page.
- Specific Aims is limited to 1 page.
- Research Strategy, including tables, graphs, figures, diagrams, and charts, is limited to 12 pages. See Table of Page Limits.
Budget Components
U.S. applicants submitting an application with direct costs in each year of $250,000 or less (excluding consortium Facilities and Administrative [F&A] costs) must use the PHS398 Modular Budget component.
U.S. applicants requesting more than $250,000 in annual direct costs must complete and submit budget requests using the Research & Related Budget component.
- PHS 398 MODULAR or R&R DETAILED BUDGET COMPONENT, PERIOD 1 - Complete only Budget Period 1. Include the total requested budget for all years of the proposed project in budget period 1. The entire budget MUST be requested under Budget Period 1. Do not complete Budget, Periods 2, 3, 4, or 5. They are not required and will not be accepted with the application.
- Modular Budget Format ($250,000 and under):
Budget Period 1: Direct Costs
- Direct Costs less Consortium F&A: Select the appropriate dollar amount from the drop-down list. This number may NOT EXCEED $250, 000.
- Consortium F&A. If applicable, enter the actual consortium F&A (e.g., $3,271).
- Total Direct Costs: This field auto calculates so no data entry is required.
Budget Period 1: Section B - Indirect Costs:
- If the F&A rate agreement has been established, indicate the type of agreement and the date. All appropriate exclusions must be applied in the calculation of the F&A costs.
- If the F&A rate has not been established, enter “None-will negotiate” and include information for a proposed rate. Use the budget justification if additional space is needed.
BUDGET JUSTIFICATIONS on the PHS398 Modular Budget– Please attach the Budget Justification for personnel and the justification for any consortium, if applicable. If the requested budget requires any additional justification, attach an Additional Narrative Justification.
- Under the Personnel Justification, list all project personnel, including their names, number of person months devoted to the project (indicate academic, calendar, and/or summer), and roles on the project. No individual salary information should be provided. However, the applicant should use the current NIH appropriation salary cap and, if appropriate, the NIH policy for graduate student compensation in developing the budget request. See Part III: Policies, Assurances, Definitions and Other Information in the Grants.gov Application Guide SF424 (R&R).
- If students are available and will be involved in the research, indicate aspects of the proposed research in which they will participate. If participating students have not yet been individually identified, the number and academic level of those to be involved should be provided. Since a primary objective of the AREA program is to support investigators doing meritorious research at institutions that have not been major recipients of NIH support, PD/PIs are encouraged to include undergraduate (preferably, if available) and graduate students in the proposed research to the extent practicable. If there are any Consultants for the project, provide their names, organizational affiliations, and the services they will perform.
- For the Consortium Justification, provide an estimate of total costs (direct cost plus F&A cost), each rounded to the nearest $1,000. List the individuals and their organizations with which consortium arrangements have been made, the percent effort of all personnel, and the role on the project. Indicate whether the collaborating institution is foreign or domestic. Include the Letter of Intent to establish a consortium.

Eligible Institutions will include those that have received limited funding from the National Institutes of Health (NIH), less than 6 million dollars per year (in both direct and indirect costs) in four (4) or more of the last seven (7) years.
