NICHD Policies and Procedures for Acceptance of Large Grant Applications for Review

The purpose of this Notice is to present NICHD policies and procedures regarding implementation of the NIH Policy on the Acceptance for Review of Unsolicited Applications that Request $500,000 or More in Direct Costs (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-02-004.html).  

For the purpose of this policy, NICHD defines large grant applications as applications requesting $500,000 or more ($750,000 or more for P01s) in direct costs in any budget year, exclusive of contract/consortium F&A costs. It is the policy of NICHD that, large grant applications will not be accepted for review. This policy applies to all large grant applications, including new, competing continuation, supplemental, and amended applications.

Applicants may request a waiver of this policy if they wish to submit a large grant application. A request for waiver of this policy is required for each submission of an application, even if such a request had been approved in the past for a previous submission.

A request to accept a large grant application will be considered by the NICHD Office of Extramural Policy (OEP) only after full communication with the applicant about the planned application and proposed budget has been documented by the relevant NICHD Program Staff. Large grant applications will be accepted by NICHD only if the application is submitted to CSR with documentation of NICHD agreement to accept the application and if NICHD Program Staff process and submit an Awaiting Receipt of Application (ARA) request approved by the OEP, NICHD, and received by CSR prior to application receipt. CSR will return any large grant application not meeting these published requirements. Only under extraordinary circumstances will an ARA be processed after an application for a large grant has been received by CSR.
