The National Institute of Child Health and Human Development (NICHD) is soliciting proposals from qualified organizations to conduct an observational study: (1) to describe contemporary labor progression in the U.S. population; and (2) to determine the appropriate time to perform a Cesarean delivery for women with labor protraction and arrest. Specifically, the contractor shall seek collaboration from institutions that have a comprehensive obstetric database and electronically stored, detailed labor information. The institutions will also have a neonatal database on every newborn that records severe neonatal complications, and linkable obstetric and newborn databases.
NICHD anticipates making one award for a 30-month, incrementally funded completion-type contract for this procurement. The RFP will be available electronically on or about April 8, 2005. You can access the RFP through the FedBizOpps (http://www.fedbizopps.gov) or through the NICHD website (http://www.nichd.nih.gov/funding/). Please note that the NICHD does not intend to release hard copies of the RFP. Response to the RFP will be due on or about May 3, 2005. NICHD will consider proposals submitted by any responsible offeror. This notice does not commit the government to award a contract. The NICHD also reserves the right to cancel the requirement at any time prior to contract award.
