Purpose

The National Institute of General Medical Sciences (NIGMS) announces the availability of funds for Administrative Supplements to NIGMS-funded Institutional Development Award (IDeA) Networks of Biomedical Research Excellence (INBRE) (P20) awards. These funds are intended for existing INBREs to develop collaborations between investigators at the INBRE partner institutions, including primarily undergraduate institutions (PUIs), community colleges (CCs) and Tribally Controlled Colleges and Universities (TCCUs), and investigators in research areas that are currently supported by one of the following programs:

  • Centers of Biomedical Research Excellence (COBRE)
  • IDeA-Infrastructure for Clinical and Translational Research (IDeA-CTR)
  • IDeA co-funded R01s and R15s in their first or second year of awards
  • IDeA States Pediatric Clinical Trials Network (ISPCTN) awards
  • National Center for Advancing Translational Sciences (NCATS) Clinical and Translational Science Awards (CTSA) to institutions located in IDeA states

The goal of this supplement program is to encourage collaborations among investigators in IDeA states while providing students a broad continuum of research opportunities. Although in-state collaboration is encouraged, the collaborative projects can also be proposed between programs across the IDeA states.

The collaborative project should be an expansion of a project currently supported by a COBRE, IDeA-CTR, IDeA co-funded R01s and R15s in their first or second year of awards, ISPCTN or CTSA award. The project must not constitute a change in scope of the parent awards.

For these supplements, the INBRE must be active when the supplement application is submitted (e.g. within the originally reviewed and approved project period), regardless of the time remaining on the current project.This applies also to COBRE, IDeA-CTR, IDeA co-funded R01s and R15s in their first or second year of awards, ISPCTN or CTSA programs that will collaborate with INBREs.

Application and Submission Information

Applications by INBREs must be submitted to PA-20-272 "Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin. Supp. Clinical Trial Optional)" or its subsequent reissued equivalent by April 30, 2021.

All instructions in the SF424 (R&R) Application Guide and PA-20-272 must be followed, with the following additions:

  • Application Due Date – April 30, 2021, by 5:00 PM local time of applicant organization.
  • For funding consideration, applicants must include “NOT-GM-21-016” (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this initiative.
  • Only one supplement request per INBRE will be accepted.
  • Requests may be for one year of support only.
  • Requests can be no more than $100,000 in direct costs exclusive of Facilities and Administrative costs on sub-contracts. No more than 40% of the request can go to the collaborator(s) supported by the COBRE, IDeA-CTR, IDeA co-funded R01s and R15s in their first or second year of awards, ISPCTN or CTSA award. As this is a 1-year supplement with a limited budget ($100,000 direct costs), a focused collaborative project rather than multiple collaborative projects is encouraged. As part of the budget justification, a statement regarding the expenditure of currently available unobligated grant funds for the INBRE should be included. Supplements may provide support above the established dollar limit for the parent grant award.
  • The Research Strategy section of the application is limited to 6 pages.
    • The Research Strategy must clearly describe the significance of the project and the nature of the collaboration.
    • The Approach section of the Research Strategy should include two 2-page subsections, each prepared by the investigator(s) from the INBRE partner institution and the COBRE, IDeA-CTR, IDeA co-funded R01s and R15s in their first or second year of awards, ISPCTN or CTSA-supported investigator(s) to describe their respective plans.
    • The Research Strategy section should include a description of how students from the INBRE partner institution will be included in the collaborative research project proposed.
  • The application should include Letters of Support from the INBRE PD/PI and the collaborating program PD/PI detailing mentoring plans and resources that will be available to support the collaboration.
