Purpose
The purpose of this Notice is to inform potential applicants that the National Institute on Drug Abuse is adding a priority area focused on policy-relevant research and researcher-practitioner partnerships toPAR-19-064, Mechanism for Time-Sensitive Drug Abuse Research (R21 Clinical Trial Optional).
The following changes have been made in PAR-19-064 under each of the headings (below) to reflect this additional priority area for this funding opportunity announcement (FOA):

This Funding Opportunity Announcement (FOA) will support pilot, feasibility or exploratory research in 5 priority areas in substance use epidemiology and health services, including: 1) responses to sudden and severe emerging drug issues (e.g. the ability to look into a large and sudden spike in opioid or synthetic cannabinoid use/overdoses in a particular community); 2) responses to emerging marijuana trends and topics related to the shifting policy landscape; 3) responses to unexpected and time-sensitive prescription drug abuse research opportunities (e.g., new state or local efforts); 4) responses to unexpected and time-sensitive medical system issues (e.g. opportunities to understand addiction services in the evolving health care system); and 5) responses to unexpected and time-sensitive criminal or juvenile justice opportunities (e.g. new system and/or structural level changes) that relate to drug abuse and access and provision of health care service. It should be clear that the knowledge gained from the proposed study is time-sensitive and that an expedited rapid review and funding are required in order for the scientific question to be answered (i.e. an imminent policy change will not allow for standard review and funding timeline).

NIDA is interested in supporting research to understand the process and outcomes of new policies, programs, and processes that are implemented at state and/or local levels in response to public health emergencies such as the opioid crisis. Applicants responding to this priority area should propose research activities that would support the evaluation of imminent, new state- and/or locally-driven policies, programs, or processes in response to a public health emergency. Proposed projects should represent a partnership between key state and/or local stakeholders and researchers. Applicants are encouraged to apply even if they have never previously collaborated together. Existing policies, programs, or processes may be included if they are being adapted, scaled up, or otherwise changed in response to an emergent public health emergency, particularly if they have not previously been evaluated. Proposed activities under this priority area should enhance and expand any existing evaluation plans and should also address dissemination plans specific to the generalizability or scalability of the innovation of interest to other states or localities.
