Purpose

The purpose of this notice is to notify the research community that matching funds and/or documented in-kind contributions applicable to grants to for-profit applicant organizations for research related to opioid addiction, development of opioid alternatives, pain management and addiction treatment are not required to research projects funded with fiscal year 2019 appropriated funds.

Public Law 115-141, the Consolidated Appropriations Act of 2018 (signed March 23, 2018), which provided funding for NIH in fiscal year 2018 required grantees from for-profit applicant organizations to provide a 50% match and/or in-kind contribution of all federally awarded dollars under the grant award (direct costs, as well as facilities and administrative costs) for research related to opioid addiction, development of opioid alternatives, pain management and addiction treatment. Applications submitted before August 31, 2018 and selected for funding must meet the matching requirement.

Public Law 115-245, the Department of Defense, Labor, Health and Human Services, and Education Appropriations Act of 2019 does not include this requirement and therefore research projects funded with fiscal year 2019 appropriated dollars will not be subject to this matching requirement.

This Notice applies to the next application due date of March 27, 2019 and subsequent application due dates for both PAR-18-218 and PAR-18-219, and for applications received by April 1, 2019 and subsequent application receipt dates for RFA-DA-19-002.
