Purpose

The National Institute on Drug Abuse (NIDA) will solicit proposals from qualified organizations to provide data archival services for drug addiction and HIV social science data in support of the continuation of the National Addiction and HIV Data Archive Program, and to provide support for technical assistance to both data depositors and data users. A solicitation will be released through the Federal Business Opportunities website (URL: https://www.fbo.gov/). The RFP will be released on or about December 6, 2013 and proposals will be due approximately 45 days thereafter.

Research Initiative Details

In this effort, the contractor will be required to:

(1) maintain a primarily social science addiction and HIV focused data archive including obtaining data, constructing alone and in combination with original investigators metadata, and possessing developed archive tools to perform functions such as searching for single and multiple variables within and across datasets, performing on-line analysis of archived data in a manner that does not require download of dataset, and maintaining a bibliography tool;

(2) assess data disclosure risk, determine the safest way for data to be accessed to minimize risk, and make data available in the appropriate manner;

(3) provide technical assistance to both data depositors and data users to ensure greatest use of data;

(4) access an established community of data users to whom the archived data can be marketed; and

(5) offer trainings on archived datasets and appropriate analytical tools to apply to archived data.
