The National Institute on Drug Abuse (NIDA) intends to solicit proposals from qualified organizations to provide general support services for the “Outpatient Drug Treatment Research Clinic”, currently being performed by Johns Hopkins Bayview Medical Center under Contract No. N01DA-0-9900. The Outpatient Drug Treatment Research Clinic is a 60-slot outpatient drug abuse research program that is dedicated to finding new treatment modalities for drug abuse. Research Scientists and staff conduct intramural drug abuse treatment research protocols at the clinic. The offeror must have the capability to provide the basic clinical care to outpatient research patients. The outpatient treatment care will include counseling (both group and individual), nursing, pharmacy, clinical, and specimen collection services as well as research data collection. Contractor services will be provided at the NIDA/Intramural Research Program (IRP) on the Johns Hopkins Bayview Medical Center Campus in Baltimore, Maryland. The clinical space and general equipment will be provided by the Federal Government.
NIDA anticipates the award of one cost reimbursement contract for a period of 5-years with 5 twelve-month option periods.
RFP No. N01DA-0-9913 will be available electronically on or about July 22, 2009. You can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov) or through the NIDA website (URL: http://www.nida.nih.gov/RFP/RFPList.html). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP will be due on or about September 8, 2009. NIDA will consider proposals submitted by any responsible offeror. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. This advertisement does not commit the Government to award a contract.
