ADDITIONAL POLICY ON THE ACCEPTANCE FOR REVIEW OF APPLICATIONS 
SUBMITTED UNDER PAR-04-011, COHORT STUDIES IN CANCER EPIDEMIOLOGY

The Division of Cancer Control and Population Sciences (DCCPS) of the 
National Cancer Institute (NCI) announces an additional policy for 
applications using a linked R01 approach for a cohort study in cancer 
epidemiology.  This additional policy applies to policies and 
procedures outlined in PAR-04-011, Cohort Studies in Cancer 
Epidemiology (NIH Guide October 20, 2003). 
 
Investigators using a linked R01 approach for funding of multi-center 
cohort studies MUST submit applications under PAR-04-011 if the SUM 
TOTAL of the funding requests from all research sites is $500,000 or 
more in direct cost in any study year.  It will not be acceptable for 
investigators to split applications so that the budget requested for 
each application is under $500,000 in direct costs in any study year in 
an attempt to avoid the terms and conditions of submission under this 
program announcement or to avoid adhering to the NIH data sharing 
requirements.  If each application has a research plan identical to the 
others, for the purposes of the cohort PA and the NIH requirements for 
data sharing, the linked studies will be considered to be one large 
study.  Linked R01s that do not comply with these requirements will be 
returned to the investigators without peer review.

A Letter-of-Intent to submit a set of linked R01 applications is 
requested at least one month prior to the expected submission date, as 
outlined in the Program Announcement.  It should be submitted to:
