Purpose

This Notice is to inform potential applicants of the National Institutes of Allergy and Infectious Diseases (NIAID) intent to publish a Notice of Funding Opportunity (NOFO) to solicit revision applications from currently funded NIH Centers for AIDS Research (CFARs) and Developmental Centers for AIDS Research (D-CFARs) to expand the scope and role of the Centers to include additional support and infrastructure to provide training, mentoring, and research related to HIV and HIV-related health disparities in the United States and globally. Additionally, this NOFO supports expanding experimental approaches while engaging and encouraging collaborations and incorporation of diverse perspectives into the CFAR and D-CFAR goals. Note, the NOFO will require a Plan for Enhancing Diverse Perspectives (PEDP) as described in NOT-MH-21-310, submitted as Other Project Information as an attachment. Applicants are strongly encouraged to read the NOFO instructions carefully and view the available PEDP guidance material .

This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects.

The NOFO is expected to be published December 21, 2023 with an expected application due date of March 1, 2024.

This NOFO will utilize the P30 activity code. Details of the planned NOFO are provided below.

Research Initiative Details

Background

CFARs and D-CFARs are expected to provide added value to the applicant institution's HIV/AIDS research efforts through support of activities that cannot easily be provided through standard research awards. The added value contribution that the proposed CFAR/D-CFAR will make at the institution(s) should go beyond what would be expected from the pre-existing HIV/AIDS funded research. CFARs and D-CFARs should promote and encourage activities that enhance collaboration and coordination of research that aligns with the NIH HIV/AIDS priority topics.

Research Objectives

This Notice encourages revision applications to current CFAR and D-CFARs to propose innovative programs to address high priority HIV/AIDS research areas. Revisions to Core(s) should support and mentor a diverse pool of early and mid-career investigators, as well as investigators new to HIV, that is above and beyond what is already expected of the CFAR/D-CFAR. If applicable, training, mentoring, and research support should focus on academic levels that are historically underrepresented through traditional grant mechanisms, such as high school, undergraduates, post-baccalaureates, graduate students, and post-doctoral fellows. These revision applications may expand and build on the infrastructure within CFAR and D-CFAR Core(s) that is aligned with the proposed Plan for Diverse Perspectives. Additionally, the revision may support capacity building activities globally, as well as address HIV-related health disparities in disproportionately affected communities.

Applicants are encouraged to initiate or expand collaborations, including but not limited to

  • Independent School Districts
  • Hispanic-serving Institutions
  • Historically Black Colleges and Universities (HBCUs)
  • Tribally Controlled Colleges and Universities (TCCUs)
  • Alaska Native and Native Hawaiian Serving Institutions
  • Asian American Native American Pacific Islander Serving Institutions (AANAPISIs)
  • Resource-limited institutions (RLIs), defined as an institution with a mission to serve historically underrepresented populations that awards degrees in the health professions (and related sciences) and has received an average of $0 to $25 million per year (total costs) of NIH Research Project Grants (RPG) support for the past three fiscal years.
  • Institutions conducting HIV research in low and middle-income countries

CFARs and D-CFARs are not allowed to conduct clinical trials. Therefore, revisions applications proposing clinical trials are not allowed.

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.
