Purpose

This Notice is to alert potential applicants to a change in the receipt date for PAR-19-296 NIAID New Innovators Awards (DP2 Clinical Trial Not Allowed). The change in receipt date is only for the current October 10, 2019 receipt date due to clarifications necessary for the submission of the application package. It is the intent of NIAID to repost the Funding Opportunity Announcement (FOA) with the updated instructions for the 2020 and 2021 receipt dates.

R&R BUDGET and R&R SUBAWARD BUDGET

Clarification:

R&R Budget and R&R Subaward Budget, if applicable, will be Just in Time information.

The Budget Request must be entered only in the fields for "Total Federal Funds Requested" and "Total Federal & Non-Federal Funds" as described in the SF 424 (R&R) Cover Form item 'Estimated Project Funding'. Funds may be requested for personnel (including collaborators), supplies, equipment, sub-contracts, and other allowable costs. However, only the five-year total ($1.5 million) should be entered in the fields for "Total Federal Funds Requested" and "Total Federal & Non-Federal Funds." Applicable Facilities and Administrative (F&A) costs will be determined at the time of award and should not be included in the budget request. A detailed budget, budget forms and budget justification are not required at the time of submission. If the application is selected for funding, detail budgets and applicable F&A will be requested with the 'Just in Time' request. If applicable, detailed subaward budget forms and budget justification will also be requested with the Just in Time request.

Finally, to clarify the statement in the FOA: "Investigators still in training or mentored status (postdoctoral fellows) must have a written commitment from the institution stating they will be in an independent faculty position before activation of the grant. The commitment is certified by the institution's submission of the application." This means that through the submission process, the institution is certifying the eligibility of the applicant PDs/PIs and no other letter is necessary for submission of the application.
