RESEARCH AND DEVELOPMENT SOURCES SOUGHT ANNOUNCEMENT Release Date: January 11, 2001 NOTICE: NOT-AI-01-004 Response Date: March 9, 2001 National Institute of Allergy and Infectious Diseases The Division of Acquired Immunodeficiency Syndrome (DAIDS), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health is conducting a market survey to determine the availability and capability of Offerors able to advance promising microbicide concepts to the product stage via focused, development- based approaches. With current global estimates exceeding 36.5 million people infected with HIV and the majority of these infections acquired through sexual intercourse, there is an intensified need for the development of safe, effective, topically applied chemical barriers to prevent sexually transmitted HIV infection. The capacity to identify and develop new and improved microbicide products, that merit further evaluation in human clinical trials, in an efficient and expeditious manner is an essential element of the efforts of the DAIDS, NIAID. When the need arises, the Offeror would be expected to: 1) Identify a specific microbicide concept to be pursued; 2) Articulate and implement a strategic development plan that includes key development objectives with a detailed work plan including time schedules for achieving contract objectives/milestones and a management strategy for maintaining quality control of contract operation; and 3) Produce an HIV microbicide, based on the concept chosen by the Offeror, under GMP conditions with all necessary government and ethical approvals to proceed to clinical trial. This is not a Request for Proposal (RFP). No RFP is available and DAIDS is not committed to make an award pursuant to this announcement. Interested Offerors should furnish two copies of their capability information addressing the three areas cited above to the attention of Jacqueline C. Holden at the address listed above. The capability information should not exceed 3 pages. In the event that this market survey develops into a RFP, Offerors who choose to submit a proposal will not be obligated to pursue the specific microbicide concept outlined in the response to this announcement.
