UNIFORM RECEIPT DATE FOR PROGRAM PROJECTS Release Date: September 10, 1998 P.T. National Institute of Dental Research The National Institute of Dental Research (NIDR) announces a change in policy regarding program project grants (P01). Currently, in order for a grant to be funded as a P01 it must consist of a minimum of three research projects, not including cores, and the first year total (i.e., direct plus indirect) costs may not exceed $1.125 million. Currently, P01 receipt dates are February 1, June 1, and October 1. For fiscal and scientific planning purposes, the NIDR finds it more effective to set a common yearly receipt date for all new (Type 1) and competing (Type 2) program project applications. Therefore, effective immediately, the NIDR modifies its policy and will accept applications only once a year for all new (Type 1) program projects. Competing (Type 2) program projects will be handled on an individual basis until all currently funded program projects are in alignment with the common receipt date. The single receipt date will be February 1 of each year with applications receiving secondary review at the October meeting of the National Advisory Dental Research Council. Applications received after the receipt date will be returned to the applicant or held for the next receipt date, depending on the applicant’s wishes. While the minimum number of fundable research projects required for a P01 still remains at three, applicants are strongly encouraged to plan research supported through P01s to include a minimum of four projects of high scientific merit. The total cost maximum of $1.125 million remains in effect for all P01 applications. Future budget period escalations may not exceed a 3 percent increase over the previous budget period. The NIDR peer review of P01s may include a streamlined review process and may or may not include applicant interviews. Potential applicants are reminded of the National Institutes of Health (NIH) policy (NIH Guide for Grants and Contracts, March 20, 1998) that requires that all applicants receive prior written approval before submitting a formal investigator-initiated Type 1 application whose direct costs in any year equals or exceeds $500,000. Prior to submitting a P01 or any other grant application with annual direct costs above $500,000, applicants must contact the extramural scientific program director responsible for the administration of the scientific subject matter of the proposed research. For projects of this size, applicants should be prepared to discuss the following information to NIDR staff: o Overall objectives and goals of the P01 as a whole. o Specific aims of each research project as it relates to the objectives and goals of the P01. o Overall and individual project/core budgets including any consortium costs. o Names and institutions/departments and affiliation of key personnel. Following discussion with NIDR staff, a written response indicating whether or not the application falls within the programmatic interests of the NIDR will be forwarded to the applicant.
