NEW NICHD PROGRAM PROJECT GRANT (P01) POLICY Release Date: June 30, 1998 P.T. National Institute of Child Health and Human Development Effective for applications submitted for the October 1, 1998 receipt date and thereafter, the National Institute of Child Health and Human Development (NICHD) announces the following changes and updates in NICHD policy regarding program project (P01) grant application submission, review, and funding. Potential applicants are strongly encouraged to contact NICHD program staff to discuss their applications well in advance of the submission deadline (see INQUIRIES, below). FUNDING CAPS Effective for the October 1, 1998 receipt date, NICHD is introducing funding caps for its program project grants. Applications requesting funding levels beyond the established cap will not be accepted for review. Note: For the purpose of funding caps, the calculation of total direct costs may exclude all facilities and administrative (indirect) costs, including those reported as direct costs in subcontracts. Unsolicited Applications: o For all unsolicited new (Type 1) program project applications, the first- year cap is $750,000 direct costs, with a cumulative cap of $4,000,000 direct costs over the 5-year award period. o For all unsolicited competing continuation (Type 2) program project applications, the first-year direct cost cap is either $750,000 or the amount representing an increase of 20% over that awarded in the last non-competing year, whichever is greater. In addition, there is a cumulative cap of $5,000,000 directs costs over the 5-year award period. Solicited Applications: o Caps for program project grants solicited through Requests for Applications (RFAs) will be specified in the relevant RFA. Supplemental Requests: o Requests to supplement more than one component project and/or core of a program project grant, should be submitted as separate (Type 3) applications. o Competing applications for supplemental funding for a program project grant that would raise the grant’s funding level above the established 5-year cap will not be accepted for review without prior approval by the Institute. o Prior to submission of a supplemental application, appropriate NICHD program staff should be consulted regarding scientific content and funding levels. Applications requesting supplements that are considered to be inappropriate (e.g., for reasons of policy) are returned to applicants without review. REVIEW PROCEDURES Site Visits/Applicant Interviews: o The review of new (Type 1) and competing continuation (Type 2) program project applications may include a site visit to the applicant institution. However, a site visit is not a review requirement and should not be depended upon to supplement an incompletely written application. o NICHD will no longer conduct applicant interviews as part of the review process. Revised applications will be taken directly to the appropriate NICHD review committee for evaluation. However, in certain cases, the modifications to the original application may be significant enough to warrant a site visit. Determination of the need for a site visit will be made by NICHD. Review Criteria: Review criteria for the evaluation of program project applications have been revised in accordance with the announcement by NIH of new review criteria for all research grant applications (NIH GUIDE, Volume 26, Number 22, June 27, 1997). These criteria went into effect for all applications submitted on or after October 1, 1997.
