A NIH Guide Notice NOT-OD-14-120 (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-14-120.html) was also released today, which describes the solicitation and also provides the necessary links and information.

The deadline for contract proposal submissions is Wednesday, November 5, 2014, at 4:30 p.m. ET and submissions must be on paper (not electronic, not through Grants.gov). Please follow the directions in the solicitation very carefully. You must respond exactly to a topic in the solicitation.

The National Institute of Allergy and Infectious Diseases (NIAID) at NIH will have their 2014 Small Business Workshop in Cambridge, Massachusetts on September 4 – 5, 2014.

The purpose of the NIAID Small Business Workshop is to bring together and inform small business concerns (SBCs) about federal and non-federal resources available, with a special emphasis on the commercialization and development of technologies related to infectious, immunologic, and allergic diseases.

The workshop will give SBCs the knowledge and tools they need to fully comply with the NIH SBIR and STTR policies and regulations. The workshop will be a great opportunity for SBCs to learn more about the NIAID SBIR/STTR programs, including new updates and procedures. It will also allow SBCs an opportunity to network and have one-on-one discussions with NIAID program officers. The researchers will benefit significantly from the provided guidance, which will help them write successful SBIR/STTR proposals relevant to technology commercialization.

NIH Launches the Commercialization Assistance Program for Phase II SBIR and STTR Awardees

The National Institutes of Health Launches the 10th Year of the Commercialization Assistance Program (CAP) for NIH, CDC, and FDA Phase II SBIR and STTR Awardees.

The NIH Commercialization Assistance Program (CAP) is a nationwide program funded by NIH’s Small Business Innovation Research (SBIR) and Small Business Innovation Technology Transfer (STTR) Program Office.  Assisting U.S. small businesses is a top priority for the NIH in ensuring the success of the SBIR/STTR programs and maximizing the agency's investment. CAP is a specialized technical assistance program designed to help promising small life science and health care companies develop their commercial businesses and transition their SBIR/STTR developed technologies into the marketplace. Services are provided by Larta Inc. (http://www.larta.org/) of Los Angeles, CA.

Beginning in September 2014, CAP will provide eighty (80) selected companies with individualized business assistance by Larta Inc. Eligible companies must have an active NIH, CDC, or FDA SBIR/STTR Phase II, Phase IIB or Fast-track award in its second Phase or have an NIH, CDC or FDA SBIR/STTR Phase II, Phase IIB, or Fast-tract that has not ended before August 2009.

How Does CAP Work?

To provide assistance that is appropriate to each participant’s needs, three parallel tracks are offered:

  • Commercialization Training Track (CTT) is appropriate for the majority of NIH SBIR/STTR Phase II companies. CTT is aimed at assisting participants with evaluating their commercialization options based on their specific technologies (including the need and prospect for investment, strategic partnerships or licensing) and to develop a solid market-entry plan covering an 18-month period.  It also assists participants in the development of market-appropriate tools to accomplish these objectives. The CTT runs for nine months affording each participant the opportunity to receive critiques from industry experts during a feedback session on their commercialization strategy. The CTT culminates with an 18-month strategic action plan presentation.  
  • Accelerated Commercialization Track (ACT) applies to a select group of NIH SBIR/STTR Phase II companies who have successfully commercialized (or sold) products and/or services, generated revenue, established partnerships and/or otherwise achieved a level of market development that is sustainable over a definitive period.  However, they may be lacking in a specific, applicable issue (such as a solid regulatory plan, a license-focused IP strategy or a term sheet for investors), whose resolution is key to their continued growth.  This track uses industry experts to help participants achieve these outcomes.
  • Regulatory Training Track (RTT) – This track will apply to a selected group of NIH-funded companies whose technologies require regulation by the Food and Drug Administration (FDA). These companies are either preparing for initial engagement with and submission to the FDA or have already done so but may need to address specific applicable issues related to their application, developing a solid regulatory plan, or addressing feedback from the FDA in order to move their technology development along toward achieving regulatory milestones and approval. This track specifically deploys regulatory business experts to help participants achieve these outcomes.

 

What Should Participants Expect?

  • One-on-one business mentoring with a principal adviser focusing on concrete deliverables.
  • Practical and action-oriented advice from industry experts on regulatory, licensing issues, business strategy, investor and partnership pitches, and more.
  • The ability to fully articulate a compelling case for market channels relevant to your business and to develop a clear understanding of your potential customers, partners, investors and competitors. 
  • To work individually at your own pace with an assigned industry expert called the Principal Adviser (PA) and other current industry experts. The CAP is a 9-month mentoring and training program. It is not a curriculum-based approach and should not be perceived as continuous 9 months of engagement.
  • To involve the company CEO, whose participation is highly encouraged and expected in this program. The commitment of time and resources with management support is vital.
  • Great networking opportunities, which you can leverage well into the future.
  • To participate in three separate program outcomes tracking over an 18 month period after the CAP concludes in June 2015.

Note:  CAP participation is free of charge; however, participants are responsible for travel and lodging expenses associated with attending workshops. NOTE: NIH will not provide additional funding for this purpose; but, participants with a currently active Phase II SBIR/STTR award may rebudget funds within the total costs awarded to cover allowable travel expenses for CAP events without NIH prior approval unless the rebudgeting action constitutes a change in scope or if the terms of award prohibit the use of funds for this purpose. Companies should contact their grants management officer with related inquiries.

Top 5 NIH SBIR/STTR Application Submission Errors

Did you know…

These top five eRA Commons errors account for approximately 80% of the total errors for SBIR/STTR grant submissions?

Developing an NIH SBIR or STTR grant application requires a lot of hard work and multiple steps. Once you’ve written your application, you must be able to successfully submit it electronically and error-free so NIH can review it.   

Take some time to review these top five eRA Commons Submission errors in advance of the next NIH SBIR/STTR deadline on April 7, 2014. Doing so will help save precious time and ensure your application moves forward for review.

Please use the Annotated SF424 Form set for SBIR/STTR applications along with these tips to guide you during the electronic submission process. The annotated form set provides step-by-step instructions of which fields to complete and aligns with the information below.

Top 5 eRA Commons Submission Errors:

Error #1: Each Senior/Key Person listed must include effort of value > 0 in calendar months, or academic and summer months

  • It’s okay to put 0 dollars (no salary), but NOT 0 effort.
  • Be sure to describe the source of key personnel funding in the Budget Justification if $0 salary is listed.

Error #2: All application attachments must be in PDF format

  • Use simple PDF-formatted files (no Word files)
    • Do not use Portfolio or similar feature to bundle multiple files into a single PDF
    • Disable security features such as password protection 
  • Keep file names to 50 characters or less and use only letters, numbers, underscore, hyphen, space and period
  • Use meaningful filenames and follow guidelines for fonts and margins
  • Do not include headers or footers

Error #3: eRA Commons username must be supplied in the Credential field of Senior/Key Person Page

  • For multiple PD/PI applications, select the PD/PI role for each PI and provide their eRA Commons username in the Credential field of Senior/Key Person Page
  • This field is required for NIH grant submissions.

Error #4: NIH requires the Organization name for all Senior/Key listed. The application pre-populates for PI, but NOT other key personnel

Error #5: The Federal Identifier on the Cover Page should include only the IC and serial number of the prior grant number

  • Federal Identifier: If box 1=Application and box 8=New, then leave blank
  • If box 1=Changed/Corrected and box 8=New, then enter previous Grants.gov tracking number
  • Otherwise, use Institute and serial # of previous NIH grant/app (e.g., use CA987654 from 1R01CA987654-01)

Other helpful tips to remember:

  • Corrective submissions must be made BEFORE the submission deadline and overwrite previous submissions.
    • Errors stop application processing and must be corrected
    • Warnings do not stop application processing and are corrected at the discretion of the applicant
  • Talk to an NIH Program Officer about your application and SUBMIT EARLY (days not hours and minutes)!

NIDCR Wants Your Input to Improve the SBIR/STTR Programs

The National Institute of Dental and Craniofacial Research (NIDCR) is the Federal Government's lead agency for supporting scientific research on oral, dental and craniofacial health and disease. NIDCR's mission is to improve oral, dental and craniofacial health through research and research training, and by sharing science-based health information with the public and health care professionals.

NIDCR has issued a request for information from a broad pool of stakeholders in the dental, oral and craniofacial research and business communities that may assist NIDCR staff with enriching the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) research programs.

NIDCR would like public comment on the below topics and ask the responses be directed specifically to the dental, craniofacial and oral health product market space.

Please note that the comments can include, but are not limited to the following:

  • Impediments to innovation and commercialization of dental products, therapeutics and services and comments for enhancement;
  • Perceived barriers to securing SBIR/STTR grants;
  • Comments relating to the dental practitioner, other health care professional or distributor of dental products and services.

New SBIR/STTR Application Forms Now Mandatory for August 5 Due Date and Beyond

SBIR/STTR Applicants Now Required to Use FORMS-C for August 5 Receipt Date and Beyond

NIH has recently updated the SBIR/STTR grant application forms (http://grants.nih.gov/grants/funding/424/index.htm) to remain current with the Grants.gov form sets and the requirements of the Office of Management and Budget. Application form sets contain the set of forms or data that the applicant must complete and submit to apply for an FOA.

NIH refers to the updated forms as 'FORMS-C', and they are required for SBIR/STTR applications submitted to due dates on or after August 5, 2014. The updated forms will be available in all active SBIR/STTR Funding Opportunity Announcements by May 16, 2014. Please read NOT-OD-14-089 (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-14-089.html) for details.

Now Available - NIH Funding for Proof-of-Concept Centers (RFA-OD-14-005)

Enhancing Health through the Translation of Medical Discoveries into Life-Saving Technologies

 

The NIH Research Evaluation and Commercialization Hub (REACH) Awards (RFA-OD-14-005: http://grants.nih.gov/grants/guide/rfa-files/RFA-OD-14-005.html) will support proof-of-concept centers (Hubs) that facilitate and accelerate the translation of biomedical innovations into commercial products that improve patient care and enhance health.

 

The REACH Hubs will provide qualified institutions with the initial investment and resources to nurture innovators to develop high priority early-stage technologies within the NIH’s mission by providing:

  1. Infrastructure for identifying the most promising technologies,
  2. Funding for product definition studies (e.g. feasibility studies, prototype development, or proof-of-concept studies),
  3. Coordinated access to expertise in areas required for early stage technology development (including scientific, regulatory, reimbursement, business, legal, and project management), and
  4. Skills development and hands-on experience in entrepreneurism.  

 

This program implements Section 5127 of the SBIR/STTR Reauthorization Act of 2011 that permits NIH to support Phase 0 Proof of Concept Partnerships. As such, applicants must be a university or other research institution that participates in the NIH Small Business Technology Transfer (STTR) program. Participation means that a university or other research institution has been a formal partner to a small business on an STTR grant. The ultimate goal of these Hubs is very similar to those of the STTR program - to translate promising technologies to the private sector, either through a viable start-up company or licensing opportunity.

Important Changes to NIH’s Resubmission Policy – Learn How It Affects Your SBIR/STTR Application
April 21, 2014

On April 17, 2014, NIH released their new resubmission policy that may affect SBIR and STTR applicants. Before April 16, 2014, NIH permitted one resubmission (A1) of an unfunded application (see NOT-OD-09-016).  The extension on the NIH grant number could follow the pattern (A0, A1).  A first-time submission is informally referred to as an A0, and the first resubmission is known as an A1.  Any virtual A2s would be flagged by the NIH Center for Scientific Review.

For all application due dates after April 16, 2014, following an unsuccessful resubmission (A1) application, applicants may submit the same idea as a new (A0) application for the next appropriate new application due date (see NOT-OD-14-082).

Resubmissions (A1) must be submitted within 37 months of the new (A0) application (see NOT-OD-10-140).  For more details on the Resubmission Policy, visit the Resubmissions webpage and the Resubmissions of NIH Applications FAQs

How does NIH’s current resubmission policy affect SBIR/STTR Applicants?

Please review the four case studies for Phase I, Phase II/Phase IIB, Fast-Track, and Direct Phase II to understand how the current NIH resubmission policy relates to SBIR/STTR applicants.

    • A Phase I application is a “Type 1” or “New” application.  When the applicant submits a New Phase I application (A0) and it is not funded, the applicant can address reviewer comments and submit as a Resubmission A1 for the next appropriate application due date, or they can submit a New application (A0).
  • Fast-Track
    • A Fast-track application is also a “Type 1” or “New” application and follows the same rules as a Phase I.  If a New Fast-track (A0) is not funded, the applicant can address reviewer comments and submit as a Resubmission Fast-track A1, or they can submit a New Fast-track (A0) for the next appropriate application due date.
    • If the Fast-track (A0 or A1) was not funded, the applicant can also revise down the scope of their application and submit as a New Phase I (A0).
  • Phase II/Phase IIB
    • A Phase II and Phase IIB are considered “Type 2” or “Renewal” applications.  If an applicant does not get funded on the first submission (A0), they can re-submit an A1 for a Phase II/IIB.
    • If a Phase II or Phase IIB resubmission (Type 2, A1) is not funded, the applicant may submit a New Phase I, Fast-track, or SBIR Direct Phase II (Type 1, A0). However, the project will lose any association with the previously funded grant, and the New project must be substantially different than the previous project to avoid duplicative funding. If the applicant decides to submit a SBIR Direct Phase II, they must also have previously completed the Phase I equivalent work without any SBIR/STTR funds.
  • Direct Phase II
    • A Direct Phase II application is considered a “Type 1” or “New” application, but in order to be eligible for a Direct Phase II, the small business applicant must demonstrate the Phase I equivalence of their preliminary data in their Direct Phase II application.  If a New SBIR Direct Phase II (A0) is not funded, the applicant can address reviewer comments and submit as a Resubmission SBIR Direct Phase II A1, or they can submit a SBIR New Direct Phase II (A0) for the next appropriate application due date. The small business applicant is not able to apply for a new Phase I or Fast-track (A0) unless they substantially change their project scope to prevent funding for a Phase I-like work already completed by the applicant.

The Spring National SBIR/STTR Conference will take place June 16-18, 2014, at the Gaylord Hotel and Convention Center at Washington DC National Harbor.  At this conference, attendees will learn from senior SBIR/STTR leaders and program experts on how to participate and compete for funding in each of the government's SBIR/STTR programs, which focus specifically on commercializing technological innovations.

The National Institute of Allergy and Infectious Diseases (NIAID) at NIH will have their 2014 NIAID Small Business Workshop in Cambridge, Massachusetts on September 4 – 5, 2014.

The purpose of the NIAID Small Business Workshop is to bring together and inform small business concerns (SBCs) about federal and non-federal resources available, with a special emphasis on the

commercialization and development of technologies related to infectious, immunologic, and allergic diseases.

The workshop will give SBCs the knowledge and tools they need to fully comply with the NIH SBIR and STTR policies and regulations. The workshop will be a great opportunity for SBCs to learn more about the NIAID SBIR/STTR programs, including new updates and procedures. It will also allow SBCs an opportunity to network and have one-on-one discussions with NIAID program officers. The researchers will benefit significantly from the provided guidance, which will help them write successful SBIR/STTR proposals relevant to technology commercialization.

New SBIR/STTR Reauth Provisions Launched: SBIR and STTR Switching & Pilot Direct SBIR Phase II
February 6, 2014

NIH has implemented two additional measures as a result of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Reauthorization Act of 2011.

1. NIH SBIR and STTR applicants may now switch programs at Phase II or Phase IIB.

Effective February 1, 2014, applicants may ‘switch’ programs at Phase II or Phase IIB to any active and open NIH SBIR or STTR solicitation, including the 2014 SBIR (PA-14-071) and STTR (PA-14-072) Omnibus, and any targeted funding opportunity. This means that:

  • Phase I STTR Awardees may apply for NIH SBIR or STTR Phase II.
  • Phase I SBIR Awardees may apply for NIH SBIR or STTR Phase II.
  • Phase II STTR Awardees may apply for NIH SBIR or STTR Phase IIB.
  • Phase II SBIR Awardees may apply for NIH SBIR or STTR Phase IIB.

Please note that not all NIH Institutes and Centers accept Phase IIB applications. Applicants must follow the all the rules and policies for the program and solicitation for which they are applying.  The employment status of the PI, sub-contracting rules, etc., must be adhered to for the Phase II or IIB application to the opposite program.

Applicants are also strongly advised to discuss this option with their program officer well in advance of any due date. For more information, please see Guide Notice NOT-14-048.

2. NIH has issued a Pilot SBIR Direct to Phase II solicitation, PAR-14-088.

NIH has also issued a pilot SBIR Direct to Phase II solicitation PAR-14-088, which permits small businesses to receive a Phase II award even if they have not previously received a Phase I award for the research/research and development of their technology. In order to be eligible for the Pilot SBIR Direct Phase II award, the small business must have performed the Phase I stage-type of research through other funding sources.

The Direct-to-Phase II authority is not available to the STTR program and not available for the CDC, FDA, and ACF SBIR programs. Only the NIH Institutes and Centers listed in Components of Participating Organizations within the solicitation will accept Direct-to-Phase II SBIR submissions. 

Please read the solicitation carefully, paying particular attention to instructions specific to this program.  Applicants are strongly advised to discuss this option with their program officer well in advance of any due date.

Second Amendment for NIH/CDC SBIR Contract Solicitation – New Deadline is 12/3

The PHS 2014-1 SBIR Contract Solicitation has been amended for the second time. The amendment is posted at FedBizOpps, the NIH SBIR/STTR webpage, and the NIH Guide Notice (NOT-OD-14-023).

The amendment extends the proposal receipt deadline to December 3, 2013 and includes a Questions and Answers section.

Amendment and Deadline Extension for NIH/CDC SBIR Contract Solicitation
October 25, 2013

The PHS 2014-1 SBIR Contract Solicitation has been amended. The amendment is posted at FedBizOpps and the NIH SBIR/STTR webpage, and is referenced in NOT-OD-14-013.

The amendment 1) Extends the proposal receipt deadline to November 25, 2013, 2) Revises Fast Track/Phase II Technical Evaluation Criteria, and 3) Revises NCI Topic 332 and NIAID Topic 027.

New Requirements Set Forth for SBIR and STTR Award Certifications
September 30, 2013

Effective October 1, 2013, NIH will require SBIR and STTR applicants to complete and submit a Funding Agreement Certification prior to an award, and SBIR and STTR awardees to complete and maintain a Life Cycle Certification once certain milestones are reached during the project period. Both requirements are a result of the SBIR/STTR Reauthorization Act of 2011 and are indented to ensure the small business concern (SBC) meets and fulfills the revised eligibility and NIH program-specific requirements.

Updated Requirement – Funding Agreement Certification:

NIH will require SBIR or STTR applicants to complete and submit a “Funding Agreement Certification” for new or renewal grants or contracts prior to an award. These SBIR/STTR Funding Agreement Certifications are revised and renamed versions of the Verification Statements formerly used at the pre-award stage. Submission of these Funding Agreement Certifications for grants will be implemented using NIH’s Just-in-Time pre-award procedures for SBIR/STTR grants. 

New Requirement – Life Cycle Certification:

NIH will also require that all recipients of new or continuing SBIR and STTR awards complete a “Life Cycle Certification” once certain milestones are reached during the project period. The “Life Cycle Certification” is intended to ensure the ongoing compliance of the awardee with the assurances it provided in the Funding Agreement Certification prior to award. Grant awardees are not required to submit this certification directly to NIH, but must complete a certification and maintain it on file in accordance with the records retention policy in Section 8.4.2 of the NIH Grants Policy Statement.

A certification is required at the following times:

  • For SBIR and STTR Phase I Awardees: At the time of receiving final payment or disbursement from the Payment Management System.
  • For SBIR and STTR Phase II Awardees: Prior to receiving more than 50% of the total award amount and prior to final payment or disbursement from the Payment Management System (PMS).

Stay Tuned: NIH Commercialization Assistance Program (CAP) Will Have Delayed Start in 2014
September 11, 2013

NIH is planning to offer the Commercialization Assistance Program (CAP) to Phase II awardees in 2014, but the program is expected to have a delayed start. To date, over 758 small businesses have received one-on-one mentorship from industry experts on regulatory and licensing issues, customized business strategies and investor pitches. CAP participants take part in training workshops, consulting sessions and public events, which can help them accomplish commercialization goals and develop close relationships with potential investors and strategic partners.

Official Launch: Niche Assessment Program for NIH SBIR/STTR Phase I Awardees
August 29, 2013

The National Institute of Health's SBIR/STTR Niche Assessment Program is a nationwide program funded by NIH to help jump-start an SBIR/STTR Phase I awardee's commercialization efforts.  Services are provided by Foresight Science & Technology of Providence, RI.

Technology Niche Analyses® (TNA®) are provided by Foresight, for one hundred thirty eight (138), NIH SBIR/STTR Phase I awardees.  These analyses assess potential applications for a technology and then for one viable application, it provides an assessment of the:

  1. needs and concerns of end-users;
  2. competing technologies and competing products;
  3. competitive advantage of the SBIR/STTR-developed technology;
  4. market size and potential market share (may include national and/or global markets;
  5. barriers to market entry (may include but is not limited to pricing, competition, government regulations, manufacturing challenges, capital requirements, etc.);
  6. market drivers;
  7. status of market and industry trends;
  8. potential customers, licensees, investors, or other commercialization partners; and,
  9. the price customers are likely to pay.

Each participant receives an in-depth report of Foresight's findings.  Oftentimes the small businesses can use this information in their commercialization plans which are part of their Phase II applications.

Registration Now Open for the 15th Annual NIH SBIR/STTR Conference, October 28-30, 2013, in Sioux Falls, South Dakota
July 3, 2013

The 15th Annual NIH Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Conference will be held October 28 – 30, 2013 at the Sioux Falls Convention Center, 1101 N West Ave, Sioux Falls, South Dakota 57104.  Registration has now opened.

This year's conference "How to Be Competitive in a World of Change: Opportunities Through SBIR/STTR Awards ", will offer presentations from NIH program staff and other experts, opportunities for one-on-one meetings with staff representing most NIH institutes and centers, a poster session providing examples of NIH-funded SBIR and STTR projects, and a “Pitch to Investors” panel to educate attendees as to investor expectations.

The conference will include three tracks “Navigating through SBIR/STTRs”; “Circumventing the Hurdles”; and “Path to Commercialization”.   The wide variety of topics covered at this conference makes it ideal for SBIR newcomers, Phase I companies looking to advance to Phase II, and Phase II companies looking for commercial assistance, strategic partnership and investors.   The conference agenda planned for Monday and Tuesday evenings will allow ample time to network with other attendees, NIH staff, potential strategic partners and investors.

HHS Reissues PHS 2013-02 SBIR and STTR Omnibus Grant Solicitations Implementing Venture Capital Provision and SBA Company Registry Requirement of the SBIR/STTR Reauthorization Act of 2011
May 31, 2013

The PHS 2013-2 Omnibus Solicitation of the NIH, CDC, FDA, and ACF for SBIR/STTR Grant Applications and SF 424 (R&R) Application Guide for SBIR/STTR Grant Applications are now reissued. The reissued solicitation consists of: (1) re-issued parent funding opportunity announcement (FOA) for SBIR, (2) re-issued parent FOA for STTR, and (3) narrative descriptions of the programs and research topics (in PDF - 1 MB and MS Word - 1 MB formats). The remaining due dates for CY 2013 are August 5 and December 5, 2013.  AIDS and AIDS-related applications are due September 7, 2013 and January 7, 2014.

The original SBIR and STTR Omnibus solicitations, PA-13-088 (SBIR) and PA-13-089 (STTR) are now expired.  Applications can no longer be submitted to these FOAs, applicants will receive an error in their submission if these expired FOAs are used.  Applicants must download and use the reissued FOAs, PA-13-234 (SBIR) and PA-13-235 (STTR), for ALL SBIR and STTR Omnibus submissions for the remaining due dates listed above.  This includes resubmissions ('-A1s'). 

This re-issuance implements two additional provisions of the Reauthorization Act: 1) majority venture-capital owned companies may now apply to the NIH SBIR program and 2) all small business concerns must register in the SBA Company Registry.

Please note that the NIH Reviewer Orientation document has been updated on the OER Peer Review Policies and Practices page.  The Reviewer Orientation document now includes the following paragraph under Scored Criteria:

“In evaluating the Investigator(s) review criterion, reviewers are encouraged to focus on the qualifications and expertise of the members of the research team for the work proposed, including the Personal Statement in each Biosketch. Unless the application is for a fellowship or career development award, remarks about career tracks, titles, or salaries should be reserved for the Additional Comments to the Applicant box, or the Budget section.”

The Staff Training in Extramural Programs (STEP) Committee invites your participation in nominating candidates for committee membership. Each year, the STEP Nominations Committee selects 10 new members from a large pool of exceptional candidates for a three year membership.

For more than four decades, STEP has designed and implemented innovative and valuable training for NIH extramural staff. Your participation in the nomination process will help select the best qualified individuals to successfully plan and execute STEP activities.

Nominations Process: All NIH extramural staff may nominate qualified colleagues (minimum of two years employment in extramural NIH) using a standard nomination form. The nominators will remain anonymous. Self-nominations are also accepted. Previously nominated individuals who were not selected may be re-nominated.

Selection/non-selection takes into account criteria beyond high qualifications, such as staff role or institute affiliation, to reflect the diversity of extramural staff in the STEP membership. Thus, non-selection does not infer non-qualification.

Please submit the nomination together with full contact information for three individuals who can serve as references on or before January 18, 2013.

The STEP Office will notify the selected individuals in the spring of 2013. The roster of members will be posted on the NIH STEP web page.

The STEP Nominations Committee relies on the information provided in the nomination form, thus the qualifications of the nominee should be described as completely as possible using criteria for selection as a guide. A curriculum vitae SHOULD NOT be included as part of the nomination materials.

Membership Qualifications: The typical member of the STEP Committee is a mid- to senior-level member of the NIH extramural staff who has demonstrated excellent leadership abilities and has a history of involvement in trans-NIH activities. The candidate's leadership capabilities, his/her ability to engender respect from peers and to work on a team are important considerations. When possible, please give specific examples of activities that demonstrate these qualities. All criteria used for selection of new STEP members are listed in the attached nomination form.

Membership Responsibilities: Individuals selected for membership on the STEP Committee are expected to participate fully in all activities of the Committee for three years. These activities include: the annual planning meeting; the monthly meetings of the full Committee; forum attendance; and developing and implementing the STEP forums. The new member must, therefore, be able to commit the time necessary (about 90 hours per year) to fully participate in all Committee activities.

Key Guide Notices 

NOT-OD-13-010  Advance Notice: Revised Policy for Managing Conflict of Interest in the Initial Peer Review of NIH Grant and Cooperative Agreement Applications   

This notice makes changes to the policy on managing conflict of interest in the NIH initial peer review process. The new rules will go into effect for applications submitted for the Jan 25, 2013 due date and beyond. Look for staff guidance as we get closer to the implementation date.



NOT-OD-13-011 Initial Electronic Submission Process for Multi-Project Applications: Webinar - December 13, 2012


This webinar will introduce the new ASSIST on-line submission system to applicants considering responding to FOAs that are part of the electronic submission of multi-project grant application pilot. NIH staff working with these applicants or handling these incoming applications are welcome to register and attend the webinar. Other training opportunities for the public and for NIH staff will be held as we get closer to September 25, 2013.

As announced via email to extramural committees, a new memo exempts peer review meetings from having to be held in Federally controlled space as it’s been deemed neither practical nor cost effective.

Update Provides Guidance on Multi-project FOA Development and Transition Guidance 
 

In addition to this guidance, OER is planning an early January training on developing a multi-project FOA (time and date to be announced).

eSPA now managed by the OER RePORT team
 In last year’s Extramural Nexus Insider, we announced plans to transition management of eSPA (the electronic Scientific Portfolio Assistant), from its developers at the National Institute for Allergy and Infectious Diseases (NIAID), to the Office of Extramural Research (OER). The transition is nearly complete and OER’s RePORT team has assumed leadership. In the long term, we hope to combine the best of eSPA with other tools from NIH into a resource that can be shared across the NIH for use in portfolio management and analysis. In the upcoming months, we will continue to support the eSPA application as it exists today. However, we can’t guarantee continued access to the proprietary data currently available through eSPA; the license to utilize some of the publication, citation, and impact factor data accessed through eSPA is set to expire in the near future.  . We are currently looking for alternate ways to maintain or replace this type of data through other mechanisms, or sources of support to maintain the existing

Dear Colleagues,

NIH’s public access policy is central to our mission. It ensures that the results of NIH-funded research are accessible to everyone, so that, collectively, we can advance science and improve human health. On a typical weekday, over 700,000 users retrieve more than 1.5 million papers on PubMed Central, the host archive for the public access policy.

When we put the policy into place in 2008, it was an adjustment for all of us. Since that time, we have focused much of our attention on outreach to the grantee community. This strategy, along with the research community’s shared commitment to making public the results of NIH-supported research, has resulted in a high level of compliance with the policy. However, public access is a statutory requirement and we still need to improve compliance. 

Tomorrow, we will be releasing the attached guide notice (NOT-OD-12-160) announcing that in spring 2013, at the earliest, we will begin to hold processing of non-competing continuation grant awards if publications arising from that award are not in compliance with the NIH public access policy.  Once publications are in compliance, awards will go forward.  This change will take effect in tandem with NIH requiring the use of the Research Performance Progress Report (RPPRs) for all Streamlined Non-competing Award Process (SNAP) and Fellowship awards in the spring of 2013 (see NIH NOT-OD-12-142).

What to Do Now
We are announcing this change months in advance of implementation to give awardees as much time as possible to comply with the policy. The more compliant Type 5s we receive, the fewer awards we will need to delay. Please encourage your awardees to come into compliance with the public access policy now. They can use My NCBI to associate papers with their awards, and track public access compliance today.

Staff Training and Resources
Changes to our workflow and the program checklist will be explained in a staff training webinar this winter. You and your grantees can find a variety of resources at http://publicaccess.nih.gov/. Additionally, we are providing a short FAQ for staff and drop-in slides discussing this policy change for use in your own presentations. These are available at http://nih-extramural-intranet.od.nih.gov/PublicAccess/index.htm.

    Reminder to grantee institutions with animal assurances to submit annual reports by January 31, 2013. Reports include change in the institution’s program of animal care and use, change to IACUC membership, the dates that the IACUC conducted its evaluations of the program and facilities, and any minority view by an IACUC member.

Amendment and Extension of Due Date for NIH/CDC SBIR Contract Solicitation
November 2, 2012

The PHS 2013-1 SBIR Contract Solicitation has been amended.  The amendment is posted at FedBizOpps  and at http://sbir.nih.gov, and is referenced in NOT-OD-13-008.  The amendment 1) extends the proposal receipt deadline to December 3, 2012, 2) cancels CDC Topic #017, "Smartphone Application for Global Birth Defects Surveillance", and 3) changes the NCI Contracting Officer contact.

    Electronic and paper applications submitted late because of weather problems must include a cover letter noting the reasons for the delay. It is not necessary to get permission in advance for weather-related delays in grant application submissions. The delay should not exceed the time period that an applicant organization/institution is closed.

NCI Resource Available for Companies Developing In Vitro Diagnostic Tests For Cancer
October 29, 2012

The National Cancer Institute's Clinical Assay Development Program (CADP) provides unique assay development and validation services such as assay optimization, design of assay standards or calibrators, determination of assay specificity, sensitivity, and reproducibility, platform migration, and statistical consultation. This free but competitive resource (i.e., you need to apply and get approved)  can help companies establish analytical validity as well as preliminary clinical validity of their in vitro diagnostics, and help them along the path toward submissions to the FDA or integration of the tests into clinical trials. You are encouraged to visit the NCI CADP website for more information.

NIH will accept only videos as non-traditional application materials for applications submitted for Jan 25 due dates and beyond unless devices or other media are specifically allowed in the funding opportunity announcement.  The only acceptable content for videos is demonstrations of devices and experimental data with a temporal element, which refers to the need to show how something functions or occurs over time, or demonstrates movement or change.

Short Moratorium on NIH Checklists

In preparation for the grantee’s option to use the RPPR for most awards on Oct. 19, during the first two weeks of October, NIH will be making changes to both the Program and Grants Management checklists.  These changes involve major re-ordering of questions to map to the flow of the RPPR, as well as minor wording changes.  Because of the way the checklist system works, any checklist created/started during this revision periodwill likely be scrambled and will need to be reset at the IC through the IC Administration module.   To avoid this, beginning September 29 please do not create any GM or Program checklists.  Staff will be given the “all clear” as soon as the revisions are complete, hopefully, no later than October 14.  Checklists started and or completed before September 29 will not be scrambled and IC’s can choose to use these spreadsheets in lieu of resetting the checklist.  At that time, crosswalks will be provided to help staff in reviewing an eSNAP report with the RPPR checklist.

 

On a related note, On October 22, 2012 from 1:30-3:00pm, NIH will host an extramural staff training webinar for GMS and POs on the new NIH RPPR.  Registration is required.  For more information see the NIH RPPR web site, and the intranet RPPR page

NIH Offers SBIR/STTR Niche Assessment Program for Phase I  Awardees August 31, 2012.  NIH has contracted with Foresight Science & Technology to perform Technology Niche Analyses (TNA®) for 125 NIH SBIR/STTR Phase I awardees funded in fiscal years 2012 and the beginning of 2013.  For each eligible SBIR/STTR Phase I project, the TNA® will assess potential uses of the technology and then provide a report that addresses the end-user needs, current and emerging competing technologies, the market dynamics, and the technology's competitive advantage. SBA issues SBIR and STTR Policy Directives, public comment period open until October 5th, 2012
August 6, 2012

SBA has published the SBIR and STTR policy directives in the Federal Register today, Monday, August 6th, 2012.  NIH and SBA encourage public comments on the SBIR and STTR policy directives on or before October 5, 2012.

NIH is developing a SBIR/STTR reauthorization website, which will launch shortly.  This website will have information about NIH implementation of the Policy Directives, timelines, FAQs, links to SBA information on reauthorization. 

You may submit your comments at the Federal eRulemaking Portal. Follow the instructions for submitting comments using RIN: 3245-AF84 for SBIR comments and RIN: 3245-AF45 for STTR comments.

Portfolio Analysis Symposium on July 23-24

The National Institutes of Health (NIH) Office of Portfolio Analysis (OPA) in the Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI) is sponsoring a Portfolio Analysis Symposium on July 23-24, 2012 in the main auditorium of the Natcher Conference Center.

The Symposium will focus on the use of data-driven methods to inform management of the NIH investment in biomedical research. It will feature internationally renowned experts in portfolio analysis methods and best practices. These experts are from academia, other federal agencies, research organizations, and industry. Attendees will include decision-makers from across NIH and from other agencies. The Symposium follows from a Portfolio Analysis Workshop, held on February 6, 2012.

Inactive Grant Records to be Removed, Archived
May 31, 2012

eRA manages the systems of record for NIH grants and thus must comply with the NIH records retention policies.  Its final approved plan involves removing or archiving information on grants and unfunded applications that are 10 or more years old, while maintaining the structured data (e.g. PI names, abstracts) required for reporting purposes. Changes coming to the Central Contractor Registry (CCR)
May 25, 2012

CCR account requests and renewal services are changing.  At the end of July 2012, CCR services are moving to the new System for Award Management (SAM).  The transition to the new system may delay your request for a CCR account.  Please visit https://sam.gov, the CCR web site, and the Grants.gov blog page for details and additional information. We urge you begin the registration process NOW as all required registrations must be complete for a successful submission of an NIH grant application.




SBA issues draft SBIR/STTR size rules for public comment

On May 15th, SBA issued draft size rules for the SBIR/STTR programs for a 60 day public comment period ending on July 16, 2012.  Based on the reauthorization, the rules address the eligibility requirements for small businesses for the programs, including affiliation, as well as the proposed rules for small businesses majority-owned by multiple venture capital operating companies, hedge funds and private equity firms.  This is your chance to tell SBA what you think.  There are two places to provide your comments.

Audio & Video Recordings Prohibited at Closed Sessions of NIH SRG & NIH Advisory Council or Board Meetings

Effective immediately, OER Policy Announcement 2012-01 prohibits audio and video recordings by NIH extramural staff during closed sessions of Scientific Review Group (SRG) meetings and NIH Advisory Council or Board meetings where peer review of NIH applications is taking place.

High Containment Infectious Disease Research Laboratory Facilities Available as a Research Resource

The National (NBL) and Regional (RBL) Biocontainment Laboratories are NIH/NIAID-funded state-of-the-art laboratories that focus on research and discovery of novel vaccines, therapeutics and diagnostics against the world’s most dangerous diseases.  As such, these academic research centers provide unique and extensive resources, including renowned scientists and expertise, to work collaboratively at the local, national and international levels. You are encouraged to visit the NIAID NBL-RBL website for more information on each facility and to determine which may best meet your research needs.  Together the NBLs and RBLs will work with you to facilitate collaborative research on Category A, B and C priority pathogens with the goal of impacting global health.

SBA releases SBIR-STTR Re-Authorization interim guidance

The SBA has released interim guidance for all agencies who manage SBIR and STTR programs in light of the recent re-authorization P.L. 112-81. The guidance can be found in this blog by Sean Greene at SBA. Please read the blog carefully. It discusses the timeline for implementation of the provisions in the re-authorization and when public comment will be solicited on the proposed regulations and policy directives. Per this guidance, in FY2012, NIH will raise the set asides to 2.6% for SBIR and .35% for STTR (they were 2.5% and 0.3% formerly). For all the other provisions in the re-authorization however, NIH will continue to work within the existing regulations and policy directive, until those regulations are amended and the policy directive is updated. PHS 2012-2 Omnibus Solicitation for SBIR/STTR Grants Now Available
January 31, 2012

The PHS 2012-2 Omnibus Solicitation of the NIH, CDC, FDA, and ACF for SBIR/STTR Grant Applications and SF 424 (R&R) Application Guide for SBIR/STTR Grant Applications are now available. The solicitation consists of: (1) parent funding opportunity announcement (FOA) for SBIR, (2) a parent FOA for STTR, and (3) narrative descriptions of the programs and research topics (in PDF - 1 MB and MS Word - 1 MB formats). The due dates for CY 2012 are April 5, August 5, and December 5. AIDS and AIDS-related applications are due May 7, September 7, 2012, and January 7, 2013.

OER is pleased to announce today’s launch of the new NIH Extramural Intranet.

The new site is a merging of information from the Grants Management Infonet and the old OER Extramural Intranet to create a single centralized hub for NIH-wide grants resources.

The new site includes a customization feature that allows you to tailor the information in the center of the screen to show quick links for all communities or just your own (for grants management, program and review). Have a different role at NIH? Then hide the community quick links and create your own home page by choosing your own favorite links to show on the page.

We encourage you to explore the new site. We know it isn’t perfect, and there is lots we still need to do, but we hope it is an improvement and it serves the purpose of making information more accessible to you. We welcome all feedback. Just email us at oer@od.nih.gov.
